Kentucky Corrections Release Paths
Kentucky Department of Corrections institutions confine people sentenced to state custody. The Division of Probation and Parole supervises many people in the community. KOOL, the Kentucky Offender Online Lookup, can therefore show a prison location, a community office, an absconded flag, or wording such as “Released To Other Agency (Probation & Parole).” These states do not mean the same thing.
A prison-to-community event may lead to parole, mandatory reentry supervision, or another form of DOC supervision. A sentence can also reach expiration and discharge. A detainer can send a person directly to another authority rather than into the community. State inmates held at MCDC may move to a DOC institution before any later state release. The Mason movement entry proves departure from that jail, while KOOL and DOC records address the state path.
Release and discharge: Release can mean leaving physical confinement while supervision continues. Discharge ordinarily means the stated custody or supervision duty has ended, subject to the exact DOC record.
Confirm a Kentucky DOC Release
DOC identifies KOOL as its public offender search. It says information is updated daily, does not guarantee all information, and warns that information less than 120 days old may not yet be finalized. Those limits matter most for a recent Mason County transfer or release claim.
- Open KOOL and begin with the last name plus a short first-name value.
- Search known aliases and avoid uncertain extra fields that may suppress a match.
- Use a DOC or PID number when available.
- Compare descriptors, conviction county and date, offense, and identifiers across plausible results.
- Open the detail record and read current category, location, supervision dates, sentence dates, and any parole table.
- Confirm an unclear recent entry with District 15, Offender Information Services, or a written DOC request.
A blank parole-history area does not prove confinement. An official KOOL example labels a person “Parole,” lists supervision dates, and gives the location “Released To Other Agency (Probation & Parole)” even though its parole information area says no information was found. Current category and location deserve priority.
Kentucky Offender Search Fields
KOOL supports both broad name search and detailed narrowing. Basic fields include photo-only results, aliases, last, first, and middle name. Advanced fields include offender type, DOC number, PID number, supervision status, location type, location, supervision county, age, race, gender, offense and KRS, several conviction dates, conviction county, institution start, supervision begin, escape or abscond date, and a projected-release-date range.

Not every record contains every field. A camera icon signals an available DOC image, but a DOC photograph is not necessarily the Mason booking image. KOOL also does not consistently provide a historical physical exit timestamp. For precise release proof, request the DOC release or discharge documentation.
Mason County State Inmate Checks
The Mason County Detention Center houses some state inmates. A name that disappears from its current roster may have moved into a DOC institution, another state placement, or community supervision. Check KOOL for the current state location and obtain the MCDC movement record if the question is when Mason custody ended. Do not call a prison transfer a community release.
A Mason County-only detainee released on bond may never appear in KOOL. For that person, use the MCDC transaction and court order. Conversely, someone convicted in Mason may be confined at a state institution outside the county. County of conviction, supervision county, and current location are separate KOOL fields and should not be merged.
Mason DOC Community Supervision
District 15 covers Mason County and maintains a satellite office in Maysville. Use that office when KOOL shows a Mason or Maysville community location, a recent unclear update, or “Released To Other Agency.” Parole is conditional community release before sentence expiration. Probation is a court-ordered community disposition or supervision route. Neither erases the underlying case or sentence.

Ask the office to explain the current supervision or office record it can disclose. Supply the PID or DOC number to reduce identity errors. KOOL may mark a community record “ABSCONDED.” That is a supervision status, not proof of present incarceration. Verify it through District 15 and the appropriate warrant or court source.
Kentucky DOC Release Date Labels
State records use several dates that answer different questions. KOOL's advanced filter says “Projected Release Date From / To.” A detail record can instead show Expected Time To Serve, Minimum Expiration of Sentence Date (Good Time Release Date), Parole Eligibility Date, Maximum Expiration of Sentence Date, and a Proposed Release Date in the parole table.
Eligibility allows review; it is not a release grant. A proposed date can change. Minimum expiration reflects applicable credit, while maximum expiration is the outer date displayed on the record. KRS 197.045 governs state-prison credits, including listed education, treatment, behavior, and other provisions. Credits can also be forfeited. KRS 439.3401 imposes an offense-specific 85 percent rule for covered violent offenders, not every Kentucky prisoner.
Use the exact label. A projected, minimum, eligibility, proposed, maximum, and actual departure date must never be treated as synonyms.
Kentucky Release Versus Transfer
DOC administrative-release policy can affect processing when a minimum-expiration date falls at the start of a month, weekend, or legal holiday. Discipline, unresolved good-time loss, and other listed issues can also change the event. An outstanding detainer may produce release to another authority rather than community departure.
When a KOOL location changes, record the old and new source labels and their access dates. If a person remains at an institution after a projected date, contact DOC rather than assuming an unreported release. A physical departure record and the receiving agency are the best way to resolve a detainer or transfer.
Request Kentucky DOC Discharge Records
DOC open-records requests must be written. Give the full offender name plus either date of birth or offender ID. Identify the existing release or discharge documentation sought and request any available DOC identification photograph separately. A narrow request is easier to route and less likely to mix two people.

DOC lists ten cents per released page, one dollar for a CD plus postage, and about $2.50 for USB media plus postage, with payment before release. Recheck current fees before ordering. It describes a five-business-day response under KRS 197.025. A response stating no record was found differs from one withholding a record under a cited legal basis.

Kentucky Corrections Record Contacts
DOC Offender Information Services is listed at 502-564-2433. The public open-records contact is 502-782-2229, the inmate-record open-records contact is 502-782-2370, and central Probation and Parole is 502-782-2277. These routes serve different questions. A phone explanation can clarify the correct custodian, but a formal historical record should be requested in writing.
The Kentucky Parole Board is separate from DOC community supervision. When a Board action is not visible through KOOL, its open-records page lists JusticeOpenRecords@ky.gov and fax 502-564-6686. Court judgments and sentences follow judiciary and clerk procedures rather than the executive-agency open-records route.
Kentucky DOC Photographs and Limits
KOOL says most offender photographs are available but does not guarantee an image. A few days may pass after institutional intake before a photo appears, and institutions update images at least annually or after a major appearance change. The camera icon signals availability in a result.
A DOC offender image documents the state record. It is not necessarily the booking photo created at MCDC and does not establish a release time. Sealed or expunged material should not be reconstructed when a public result later disappears. KOOL also does not promise that every discharged record remains visible for a fixed period.
Verify Kentucky Corrections Release Results
For a sound state release conclusion, match PID or DOC number, name, conviction details, and current location. Record the page's access date and preserve the exact status wording. If KOOL shows community supervision, confirm an unclear entry with District 15. If it shows a prison, the person remains in state confinement at that listed location, subject to update lag.
Use the Mason County released inmate search when the custody class is uncertain or when a local jail transaction, court order, VINE event, or federal system must be joined to the state record. Kentucky DOC can prove its own custody and supervision facts, but it does not document every county-only or federal release.
